I was not home when my parcel was delivered. I just received a text from my parents that they received my parcel and they were asked to pay for the parcel to be released. Based on the tracker, no taxes or duties to be paid but they were still asked to pay 210 pesos. The courier didn't even issue a receipt for the payment. What kind of scam is this?

Tracker says they delivered many times at Quest Hotel but no one went. I left an authorization letter there but still no one went to deliver but it says they did
