Courier does not make a physical delivery - he simply calls, then if customer does not answer or if there is no signal, they mark it as failed. What if customer is in a meeting or in an area where signal is bad? In my case, I had already instructed my helper to watch out for the delivery guy. He simply marked it failed but never came. We reviewed the CCTV footage.
